The course provides practical knowledge and experience in evaluation, essential consultancy skills, the do’s and don’ts of working in the international arena, and much more to allow you to strengthen your consulting skills.
The Institute's faculty staff with extensive consulting experience are joined by external experts to facilitate this course.
Learning Objectives
The overall objective of this course is to enable health professionals and managers to understand and apply the concepts and principles of evaluation when evaluating facilities, projects and programmes in the health sector and to improve their personal and technical skills in evaluation and consultancy.
At the end of the course the participants should be able to:
- Describe basic principles and processes for evaluation of health facilities, projects and programmes
- Identify, adapt and use tools within a evaluation
- Apply the principles of effective writing in evaluations
- Write an evaluation report for an identified recipient.
- Use team building and team management skills
- Use the analysis of personal skills to develop a consultancy career plan
Content Overview
The course includes the following topics:
- An Overview of Evaluation in International Health
- Health Systems & Health Sector Reform: current concepts and terms
- Evaluation in the Health Sector: Principles, Methods, Techniques and Tools
- Planning and conducting an evaluation
- Effective Writing Techniques
- Critical review of Evaluation reports
- The Consultant: Expectations and Experiences
- Important Skills and Activities for Consultancy
Learning Methods
The course uses lectures (20 hrs) case studies (10 hrs), evaluation reports and tools (30 hrs), discussions with International Consultants (4 hrs), individual and group exercises and plenary discussions (11 hrs.) and individual study (15 hrs.).
Each session has specific objectives and 1 short key reading which is included in the course reader. Further readings are suggested, however, they are not mandatory for the course. These documents are available for reading and can be copied in case of interest.
We request participants to bring their laptop for the course; some computers and laptops are available for the participants

- General Admittance 1.500,- Euro
- tropEd students 1.000,- Euro
Please register as soon as possible, as the number of participants is limited.
A non-refundable registration fee of € 200, which will be credited towards the tuition fee, is due no later than 8 weeks prior to the start of the course. The remaining tuition fee is due not later than 6 weeks prior to the start of the course.
If the participant withdraws from the course
- less than 6 weeks prior: 25 % of the course fee will be charged.
- less than 4 weeks prior: 50 % of the course fee will be charged.
- less than 2 weeks prior: the whole course fee will be charged.
The tuition fee covers coursework and printed materials and a bi-weekly pass for the Heidelberg public transportation system, but does not include accommodation, insurance or other personal living costs during the stay.
