Learning Objectives
The overall objective of this course is to enable health professionals and managers to understand and apply the concepts and principles of proposal writing within international health and to improve their personal and technical skills for in proposal writing.
At the end of the course the participants should be able to:
- Develop and write a proposal targeting international health donors.
- List key steps and common mistakes in a proposal application process
- Use analytical and design tools necessary for proposal development
- Define and apply the principles of effective proposal writing
- Analyse the team approach to developing a proposal
- Develop and use criteria for assessment of proposals

Learninig Methods
Participatory learning based on lectures (15 hours), individual reading and exercise (15) plenary discussions and group exercises (4 hours), facilitated proposal writing exercise (20 hours) and peer assessment (6 hours).
Moreover, it would be helpful for participants to have access to a laptop with a CD-ROM drive for the course.
Duration and Accreditation
- 45 hours at Heidelberg: 15h lecture time and 30h group exercisesand presentation;
- 15 hours: self study to read documents prior to the course
- 2 ECTS (tropEd Master in International Health)
Preparation Material
The course includes preparatory work. The preparation materials and task will be send by e-mail to course participants in due time before the beginning of the course.
Assessment Methods
Course participants are expected to attend teaching sessions and participate regularly in discussions and group work.
Two facilitators and peers assess group proposals using agreed criteria relevant to the international donor context. Weighting is facilitators 70% and peers 30%
Target Group and Prerequisites
- Eligible are tropEd students; public health professionals and managers;
- Some experience with the writing of project proposals is helpful.
- The course is held in English. Fluency in English (Reading, Speaking, Writing) required.

Course Fee
- General admittance: EUR 750,-
- troEd students: EUR 500,-
Please register as soon as possible, as the number of participants is limited. A non-refundable registration fee of € 200, which will be credited towards the tuition fee, is due no later than 8 weeks prior to the start of the course. The remaining tuition fee is due not later than 6 weeks prior to the start of the course.
If the participant withdraws from the course
- less than 6 weeks prior: 25 % of the course fee will be charged.
- less than 4 weeks prior: 50 % of the course fee will be charged.
- less than 2 weeks prior: the whole course fee will be charged.
The tuition fee covers coursework and printed materials and a bi-weekly pass for the Heidelberg public transportation system, but does not include accommodation, insurance or other personal living costs during the stay.
